Sir,

In compliance with the instructions contained in C.O. Despatch Circular of the 25th May, 1897, I have the honour to submit the enclosed return of all whippings inflicted in this Gaol during the year 1899.

Only 11 whippings were inflicted by Order of the Assistant Superintendent, and 2 by order of the Justices and the same officer. One prisoner was whipped 4 times. He was an extremely refractory prisoner and every form of punishment was tried upon him without success. He was undergoing a sentence of 3 months imprisonment.

Only 1 whipping was inflicted with the Cat-o-nine-tails, an instrument provided for in the new Prison Rules. It was inflicted by order of the Justices and Assistant Superintendent upon a prisoner who committed a murderous assault with a piece of heavy timber upon a European Warder, whereby the latter had a finger of the right hand broken.
